

Rose Anne Howland is a senior manager in the firm’s Healthcare and Government Advisory Services Practice. Her career spans three decades and includes healthcare experience with in-patient, ambulatory care and insurance environments. She has spent nearly 20 years working in regulatory and accrediting-body compliance, risk assessment and management, and hospital operations in both proprietary and tax-exempt organizations, including 15 years of senior-level positions within major hospital corporations. For the last two years, she has served in a leadership position in MFR’s Government Advisory Services Practice, managing the Social Services Case Management element of the Disaster Housing Assistance Program (DHAP) for a government client.
Ms. Howland specializes in designing and implementing processes for compliance with healthcare quality-related laws and regulations, and their respective measurement and assessment of compliance. She also advises organizations on compliance with accreditation-related standards, including process measurement, assessment and improvement initiatives and Failure Mode Effect Analysis. She has several years’ experience in devising action plans to improve operations and performance.
Her experience includes leading provider compliance efforts for the Centers for Medicare & Medicaid Services Conditions of Participation, Texas Department of State Health Services Facility License & Compliance Division, Texas State Board of Pharmacy, Joint Commission on the Accreditation of Healthcare Organizations, The Healthcare Integrity & Protection Data Bank, Accreditation Agency for Ambulatory Health Care and the National Committee for Quality Assurance. She has led corporate compliance efforts relating to the Office of the Inspector General and has served on the external faculty of the Joint Commission on the Accreditation of Healthcare Organizations. Ms. Howland also worked for a major health insurance company conducting clinical care audits. Before that, she served in senior-level healthcare executive roles with several major hospital systems.
Ms. Howland earned a Bachelor of Science in nursing from The University of Texas Medical Branch School of Nursing and a Master of Science from the University of Houston. She was recently awarded Fellow status by the Governing Board of the American College of Healthcare Executives. She maintains certifications in healthcare quality, human resources and the housing industry. She has earned 24 credit hours toward a Doctorate of Jurisprudence and is currently pursuing certification as a fraud examiner.
